The Basin Information Network is a concept to empower communities (and the individuals and organizations that make up those communities) to make holistic informed decisions about their development by providing universal access to Basin information. The BIN conceptually is about empowering communities by providing the tools necessary to access and understand that information. While some of these tools might take the form of technical tools such as hardware and software they could also be in the form of 'human tools' such as information officers.
