Columbia Basin Trust funds will be used to build upon the Pre-Feasibility Study by focusing on the development of a phased build-out model estimated construction costs energy rates conversion costs revenues expenses and the development of a capital funding strategy. The DES is part of City's Climate Action and Energy Plan.
