To facilitate the development of an international partnership which will develop a "center of knowledge" about the Columbia River system in Canada and the US. The focus will be on water policy the management of water resources and watersheds of the Columbia River Basin in the area of the international border. This center will: Establish a repository of information on Columbia River history water uses resources issues and policies (treaties and state provincial and federal laws and intergovernmental agreements) and Facilitate transboundary educational dialogue and forums on Columbia River Issues.
